Bittorrent 2.0

As precursor to some potential future BEPs i'd like to discuss several potential large overhauls of the basics of bittorrent, such as:

[ul]
[li]a new bencoding standard with better typing support (e.g. distinguishing between utf-8 strings and raw byte arrays, supporting floats and numerically indexed arrays/lists) and maybe with vendor-specific prefixes for better data serialization[/li]
[li]a new metafile specification that would eleminate all possible ambiguities that could lead to different infohashes when the same content is torrented, this could also include hashtree based file hashing and hashing that allows for easy discovery of other torrents that contain the same files[/li]
[li]a new wire protocol ala ltep/azmp but with a sunset procedure for legacy protocol support and all messages fully negotiable and 1st class messages[/li]
[li]spelling out current best-practice implementation behaviors as mandatory or strongly encouraged parts of the standard[/li]
[li]<insert fixes for other current shortcomings>[/li]
[/ul]
